Spenser is a software developer. For the past three years, he has helped build and maintain Prolegis, a web platform used by congressional offices to organize their workflows and to better serve their constituents. Working across the stack, he designed and built databases and the data pipelines to populate them, and he helped shape the interfaces used by hundreds of staffers every day. He led the effort to develop a turnkey platform for congressional caucuses to rally their members, track member sentiment and voting, and run events, all in one place. His contributions at Prolegis also included practical applications of large language models, such as automated summarization of congressional bills and agentic tools for development and testing.

Before Prolegis, he built and maintained the Rails services behind the financial data at Harmonic Financial Technology, a venture-backed fintech startup with a globally distributed team.

He's comfortable working across a broad set of tools and technologies, including Ruby on Rails, React, Hotwire, PostgreSQL, Sidekiq, Redis, OpenSearch, AWS, and Tailwind CSS. He also works regularly with AI coding agents like Claude Code, shipping quickly while keeping ownership of the architecture, review, and technical judgment of his projects. This website is one example of his work, built from scratch in modern Rails.

Outside of work, he's often outdoors, hiking, backpacking, or camping. Otherwise he and his wife are usually at the game or on the couch at home with their 20-year-old chinchilla watching the Giants or Warriors struggle to finish their seasons at .500.
